Alabama EPA Climate Change program: Policy Planning to Reduce Greenhouse Gas Emissions
(Phase 2)


The purpose of this project was to develop a greenhouse gas (GHG)-reducing policy options for recommendation to the Alabama state government that should be considered for implementation if the need arises to reduce these emissions due to expected effects of global warming. Phase 1 of the project was completed in 1995 and established an inventory of GHG emissions for the state in 1990. The phase 1 report provided a focus on the importance eof three principal gases, carbon dioxide, methane, and nitrous oxide, in the various sectors of the Alabama economy. For Phase 2, panel of stake holders was constituted from government agencies, industry, and environmental groups, supported by a Technical committee made up of University personnel active in the project. Options for reducing greenhouse gas emissions were brainstormed, categorized, and ranked over a period of one year. A baseline forecast of Alabama's GHG emissions was also developed, and it was noted that if the panel chose to establish 1990 emissions as goal for future emissions, a resection of almost 7 million tons of GHG emissions would be required as of 1995. The panel chose not to make such a recommendation based on current information. The 21options recommended by the panel were generally non-mandatory and did not lend themselves to modeling for economic effects. The Technical Committee did not attempt to model several "carbon tax" options which were mentioned in panel meetings but which did not survive the screening process. The results of this effort were that the Alabama economy was depressed by job loss and tax revenue declines, and the resulting GHG emission reductions of approximately 225,000 tons per year were not significant compared to the 1,381,000 tons per year annual current growth estimated for GHG.
